Proctor presented his first sketch for approval of his commission for the monumental statue General Robert E. Lee and Young Soldier heading into a wind with the horse heads down. The committee felt this showed defeat and instructed Proctor to have Lee's Horse Head (Traveller) up for they felt Lee was the true winner of the war considering the odds against him. Franklin Roosevelt unveiled the statue at the dedication.
